Tag! you’re off-leash

Boulder, Colo., is one of the most dog-friendly cities in the nation. Off-leash dogs are allowed many places, which of course sometimes causes problems.
Instead of going "leashes only," the city came up with a workable solution: People who can show their dogs are under control get tags for the pets’ collars. With a tag, off-leash is allowed.
